The paper examines in detail the system designs of the global oil and oil products market based on accomplishing a series of preconditions for a global competition compliance (for example, by such indicator as the price-quality of oil and oil products), to which the following compliances can be attributed: the existence of the great number of independent oil producer, as well as producers, suppliers and consumers of petroleum products, the possibility of a free trade of the productive forces (logistics) and oil products produced with the help of such forces. The productive forces include the broad paradigm of activities related not only to mining and processing of oil resources, but also to their transportation through pipelines and marine large vessels. It is also necessary to include here the independence of business entities; uniformity, comparability of oil and oil products; availability of access to objective information about the market.
Regulators (which may be state agencies as well as private companies) are the important tool for organizing different kinds of effective economic activity both in a given country and around the world. They carry out actions aimed at specific objects of economic activity, such as production of various types of material or information goods. At that material wealth is characteristic for the previous and the current technological civilization; over the past 300 years they have served as indicators of economic development or decline during the previous technological revolutions. With the onset of the current crisis and the new sixth wave of technological development these indicators have become insufficient.
The current global economic crisis witnesses the next technological revolution, meaning transition from economy of material benefits to the economy of intellectual wealth. Productive motor forces yield the palm to productive intellectual forces. Infrastructure undergoes significant changes, applying flat economy on a larger scale and replacing traditional clusters and industrial parks by global industrial centers, educational, financial and innovative supermarkets.
