Efficient use of space technologies and systems enables us to construct a model of techno-mediated social-economic progress, which will determine the format of states’ and corporations’ dominance in strategic business areas. Space is becoming a bifurcation point of conservation — of real-national sovereignty of those countries that are interested in it and can afford it. It is necessary to form a comprehensive space activity strategy for concentration of the Russian competitiveness key factors in the struggle for dominance in the world economy.

National Security Concept of the Russian Federation cannot be considered as stiffened untouchable dogma. The concept’s sense and effectiveness are defined by its adequacy to modern realities, and they are subject to change. Therefore, the concept’s content should combine, on the one hand — firmness, stability of its fundamental principles and on the other — a timely response to emerging objective realities that require updating of various conceptual provisions. The current document in force has been already subjected to editing in 2000. However, a lot has changed since then, so we need a new edition, but not only introduction to the concept of a number of new provisions is required, but also the conceptual revision, that will cause introduction of fundamental changes in a number of other documents determining the state policy in different spheres of society. The article discusses some conceptual issues.

The need for information policy is caused by enormous changes in human society occurred in recent decades. Of course, we are speaking about phenomenon of the information society, when information exchange determines public life. To create credible democratic legal forms of information relations in society is exactly the task of information policy that is just beginning to take shape in the country.
