Chaotic development of modern society, where the number of new risk factors is constantly and rapidly growing, by many scientists is estimated and predicted as a way to disaster, self-destruction. The concepts of humanity, society or social medium don’t have any scientific fundamentals, so the development vector of these forms is not clear. Perception of humanity is qualitatively changing if it is regarded as the third nature after the inanimate — astrophysics and live — biological. Intellectual nature has evolutionary arisen from biological one due to successful competition of a man with other human animal bodies. Among other organisms a human being turned out to be the most versatile and multifunctional. The same universalism is the major competitive advantage also within the intellectual nature. The article predicts the consequences of introducing the concept and phenomenon of “intellectual nature” into scientific circulation. In this direction Russia could become the world leader and efficiently develop progress in social, technical and fundamental scientific knowledge.

They carry out actions aimed at specific objects of economic activity, such as production of various types of material or information goods. In today’s world a profit of certain companies is constantly changing, their mergers or acquisitions are very often. But is it possible to predict these indicators’ behavior or at least to explain how they work behindhand? The answer to this question is related to the capital concentration and centralization concepts and to the corresponding theoretical apparatus developed by Karl Marx. But how does this apparatus work in real life, are all its prerequisites to be performed, are there any factors that it does not consider? With the capitalist economy development more evident becomes the tendency of a definite isolation of financial sphere from the so-called “real sector” of economy. This “isolation” is supported the basic principles of economic thought, in particular by money neutrality principle (the classic dichotomy) of the neoclassical school. Today, financial sector and financial capital have transformed from a mediator serving reproduction into a key factor, largely determining economic development of both individual national economies and the world economy as a whole. Hypertrophic growth of financial sector causes a widening gap between material-substantial and financial flows. Resulting imbalances lead to severe crises phenomena, the most powerful of which is the global crisis began in 2008. Its effects are still determining a high degree uncertainty of the whole world development. This article deals with scientific comprehension of the problem of providing financial and economic security of an open economy, which includes Russia, in arising difficult conditions of increasing instability and global competitive tension.

The paper shows the evaluation of significance of Northern and Eastern shelf areas development and protection for the Russian Federation. Taking into account the shelves natural features it shows that only through application of new methods of oceanic construction industry proposed by the authors, based on nanotechnology developed by them, it is possible to create conditions for underwater/subglacial exploration and mineral resources mining in these areas and their infrastructure development in general. A specific example of creating subglacial naval base like an anchored subglacial aircraft-carrier for protection of the northern shelf natural resources and providing efficient safeguarding of the RF production-mining complexes on the shelf is considered.

The article analyzes the current world economy situation in modern conditions, when all prior multilateral arrangements, including within WTO, are practically ignored by the EU and the US in relation to Russia; it notes that the current recommendations of international economic organizations in Russia are aimed at preserving the mono-raw material orientation of its economy structure, at forecasting failures in performance of the Government’s social obligations to the Russian population, at the impossibility of conducting modernization and development of new deposits, including the Russian Arctic, due to the high dependence on foreign investment and technology, which should ultimately provide the country’s renunciation of self-contained and independent foreign policy; it analyzes the US strategy of access to hydrocarbon world markets as a leading exporter.

Considering the trends of the Russian pharmaceutical industry development, we should bear in mind the existing external constraints, in the first place it is necessary to highlight the need to comply with the WTO rules and regulations, as well as the growing political and military pressure, intensifying economic sanctions against Russia from the part of the world leading countries. In this context, the article discusses the current state of the Russian pharmaceutical industry, strategic options of its development and the concomitant risks.
