The article represents a short version of scenario-based forecast of development of Ukraine and the Russian-Ukrainian relations, prepared in July 2008. The forecast has not been published previously. Subsequent developments have fully confirmed the anticipated, although at the time of the forecast preparation a lot of things would seem futurological fiction on the tails of probability distributions. Assessments of the state and prospects of the Ukraine development, made in 2008, are of practical interest today.

The paper is devoted to consideration of assisted reproductive technologies (ART) in the context of social changing. ART raise many medical, social, ethical, political and religious questions, often leading to controversial and sometimes inaccurate opinions about the outcomes of pregnancies resulting from these techniques. We analyze the process of ART implementation in Russia. Such consequences as new types of social inequality and new forms of social mobility, new aspects of kinship, transforming traditional social roles are focus of our interest. Using and distribution of ART do not simply reflect the existing structure of the socio-economic differentiation, but produce new configurations of inequality both globally and within countries, particularly in the area of reproductive rights and reproductive health. Access to ART depends on social status, gender, economic status, religious beliefs and national characteristics for different social groups. We also can speak about reproductive bioeconomics where the reproductive labor e.g. surrogate motherhood is a central element and reproductive tissues are main objects to be exchanged. ART may be considered a great example how modern science and technology may influence social relations and social practices.

Decentralized, distributed network structures possess significant creative and innovative potential in solving various problems of modern society, including organization of interdisciplinary creative laboratories, interactive techniques in education and the establishment of inter- and intrafirm networks. Of special interest are biological models (paradigms), i.e., organizational options for network structures in diverse biological systems. These models can be used creatively to establish networks in various spheres of human society. It is emphasized that the dissemination of network structures in society promotes the implementation of the principles of socialist economy.

One can long list problems faced by our economy after the economic reforms onset. But the most serious of them are: extremely low rates of economic growth and resource degradation of the economy, threatening the very existence of our country. Scientists, experts and politicians bring a lot of reasons of this and offer a variety of different methods and ways to remedy the situation. But it is extremely important to determine the main cause underlying these problems, because without its elimination it is impossible in principle to resolve them and all the measures taken will be ineffective or useless. That is, we are talking about the “key link”, pulling which one can pull out the whole chain of economic problems of our country. Publications and various speeches most often cite the bad investment climate or the practical unavailability of long-term and cheap loans as the main reason. But is it really so?
