The author exercises a legal analysis of a judicial authority decision in respect of the journal “Issues of Economics”. In particular, the analysis is based on the “rule of law” criterion and the limits of judicial discretion. The author concludes that the law enforcer, showing legal nihilism, has issued illegal judicial act. The court decision actually violates the principle of equality and coordination of the parties’ wills. In addition, the law enforcers has committed arbitrary interference in the economic activities of participants. The author hopes that the paper will help a federal legislator in respect of constituting the true status of the Russian Academy of Sciences as a legal entity of public law with the functions of public administration since the status of the RAS constitutes an element of scientific and technological sovereignty of the state and is a component of national security.

The purpose of the article is to justify theoretically the possibility of achieving the maximum social efficiency of public spending, investment and taxes in perfect balanced open economic system. Ideally, the proposed model ( “zero losses” of public spending and investment social efficiency) can always lead to the maximum possible rate of economic growth, which allows to substantiate the main directions of the appropriate macroeconomic (financial, tax and fiscal) policy.

The authors propose a theoretic-multiple approach to modeling the enterprise’s human resources potential. They construct and discuss the classification and functionalhierarchical models of the enterprise’s personnel and substantiate feasibility of their application in HR management. The article dwells on the objectives system of an enterprise operation, the purposes tree of the personnel management is identified and discussed. It is shown that one of the third level purposes is creation and effective use of the specific tools of HR management and the composition of such a toolset is discussed. Methodology for evaluating employee’s potential and enterprise’s HR potential is presented and discussed.

In view of the increasing State’s influence in the economy around the World, especially in 2010s, we start publishing series of lectures dedicated to interaction between State and Business. The author examines the State’s participation in economic life of some countries and beyond national borders, State’s relationship with Private Capital in the conditions of the market economy formation and further internationalization. The term “State capitalism” is becoming widespread again in the World. This is largely due to the increasing number of companies with State participation among the leading transnational corporations, especially coming from emerging economies. The course of lectures deals with the history of interaction between State and Business and is intended for undergraduate and graduate students studying the History of economic Thought and economic policy. It may also be useful for everybody interested in evolution of the State’s role in one of the key areas of its influence — economy.
